The Governor of the Bank of England, Andrew Bailey, has issued a cautionary note regarding the potential threats posed by increasingly sophisticated artificial intelligence systems to the global financial landscape. In a letter addressed to G20 finance ministers and central bank governors, Bailey highlighted the risks that these advanced AI models, which are gaining autonomy and advanced problem-solving capabilities, could bring—particularly the risk of igniting a significant economic downturn.
Bailey, who also leads the Financial Stability Board, expressed concern over the rapid evolution of AI systems, noting that their enhanced capabilities could facilitate cyberattacks that spread swiftly across borders, thereby destabilizing interconnected financial markets. He emphasized that many nations currently do not have sufficient frameworks in place to manage the development and deployment of such advanced technologies, calling for stronger global collaboration to ensure their safe release and utilization.
A particular area of concern raised by Bailey is cyber risk. He warned that the advanced capabilities of AI could escalate the speed and scale of cyber threats, with potentially severe financial repercussions. The reliance on concentrated technology providers and other third-party services could exacerbate the risk of widespread disruption throughout the financial system.
Bailey also pointed to the vulnerabilities in the current market conditions, where high asset valuations and rising leverage in bond and equity markets could intensify the impact of any major financial shock. The strong investor optimism surrounding AI technology could leave markets especially susceptible to sharp corrections should expectations shift abruptly.
Urging financial regulators around the globe to act, Bailey called for coordinated efforts to manage the risks associated with AI and to enhance the resilience of the global financial system. He stressed the importance of addressing these technological challenges to protect against potential crises that could be triggered by the rapid advancement of AI capabilities.
