Western Research ‘Prime Hunting Ground’ for Foreign Spies, Says Ex-Canadian Intelligence Director

Universities and tech companies across Western nations have become prime targets for espionage, according to former intelligence chief David Vigneault. He warned that foreign agencies now prioritize infiltrating research hubs rather than traditional government spaces.


He pointed to an “industrial-scale” Chinese effort to steal technological innovations, saying it shows how vital it is for academics to strengthen their defences. Vigneault said the frontline of intelligence work has shifted dramatically.


China’s strategy, he said, blends cyber intrusions with human infiltration and recruitment campaigns aimed at exploiting academic trust. These operations are designed to strip military applications from Western innovations.
Vigneault linked China’s determination to its long-term military modernization following the 2003 Iraq war. Free from election cycles, Beijing operates on long horizons and invests heavily in asymmetric capabilities.
He maintained that preventing research theft requires collective effort, including new security assessments for sensitive academic programs, even if some researchers find the rules restrictive.
