Canada Joins EU’s €90 Billion Ukraine Support Loan, Boosting Defense Cooperation

-

The European Union and Canada have committed to intensifying their efforts to pressure Russia while ensuring sustained support for Ukraine. This was announced during the 21st EU–Canada summit held in Montreal on October 30, where Canadian Prime Minister Mark Carney met with European Commission President Ursula von der Leyen and European Council President António Costa.

At the summit, Canada signaled its intention to join the EU’s €90 billion Ukraine Support Loan for 2026–2027. This initiative would enable Ukraine to purchase military equipment from Canadian defense companies using European financing. Such a move could potentially broaden Ukraine’s access to military resources and enhance cooperation between Canadian and European defense industries.

Additionally, the European Commission has advanced plans to release the remaining €45 billion of the Ukraine Support Loan. Of this, €31.7 billion is earmarked for bolstering Ukraine’s defense capabilities, while up to €13.3 billion will support the nation’s state budget through the Ukraine Facility and macro-financial assistance. The proposal awaits approval from the Council of the European Union, with an aim to make funds available by December 31, 2027.

EU leaders highlighted the urgent need for military supplies, including drone interceptors, ammunition, missiles, and air defense radars, while reaffirming their commitment to boosting European defense production to ensure timely deliveries to Ukraine. Canada’s involvement could add an additional stream of military equipment procurement through the EU-funded framework, although Ottawa has yet to finalize its participation or announce a specific financial contribution.

In a joint declaration, EU and Canadian leaders reiterated their support for Ukraine’s sovereignty and territorial integrity, pledging to increase pressure on Russia and seek accountability for crimes committed during the invasion. They advocated for a comprehensive peace based on international law and called for the safe return of Ukrainian prisoners of war and civilians unlawfully transferred by Russia.

The declaration also highlighted the International Coalition for the Return of Ukrainian Children, a diplomatic initiative where Canada plays a crucial role. Beyond immediate military aid, the EU and Canada emphasized their commitment to Ukraine’s long-term reconstruction, institutional reforms, and closer integration with European and transatlantic structures.
